The petitioner in fact does not have locus to file the present writ petition. The employee who is transferred has no problem nor claimed to be affected. The proposal seeking approval to the transfer of that employee is by the Secretary of the Institution.

Mr. Kolhare, learned counsel submits that petitioner is supporting that employee.

The petitioner certainly does not have locus to agitate. There cannot be public interest in service matter, more particularly of such matter.

In light of that, writ petition is dismissed with costs.
