Accepting the explanation given in the application the order passed by the learned Registrar (Judicial) on 27th September, 2017 is set aside and petition dismissed against the respondent No.4 is restored.

Issue notice to the respondent No.4.

The respondent No.4 may file reply/ affidavit, if so advised, till 15th February, 2018.

List the petition for further consideration on 27th February, 2018.

There shall be interim order in terms of prayer clause (f) until further orders.

In addition to usual mode, the petitioner shall serve the respondent No.4 by Speed Post Acknowledgment Due, supplying the postage stamps till 9th January, 2018. JUDGE RRaut..
