The petitioner seeks to challenge an appointment and subsequent promotion of the respondent no.4. The appointment and the promotion which are the subject matter of challenge were effected in 1997 and 2004, respectively. There is no sufficient explanation for the belated approach. On the ground of delay and laches, this writ petition stands dismissed. There shall be no orders as to costs.
