The order impugned dated 03.09.2018 is cryptic as the documents of 1930 and 1923 are discarded without there being any plausible explanation. The order suffers from non-application of mind as pre-Constitutional era documents have more evidenciary value. 3.

That being so, the order impugned dated 03.09.2018 is hereby quashed and set aside. The proceedings are restored to file of the Committee, before it the petitioner shall appear on 25.02.2025. 4.

Let the decision of the Committee, after hearing the petitioner, be communicated, in any case within a period of six months from the date of appearance of the petitioner before it. 5.
