It is the contention of the petitioner that though he is the lowest bidder, instead of issuing the work order, the respondent-Gram Panchayat is likely to frustrate the tender process in view of ensuing General Elections for which the Code of Conduct shall be issued in the next month or so.

In the aforesaid background, we deem it appropriate to direct the petitioner to bring all these facts to the notice of the Collector, Gadchiroli, who shall look in to the grievance of the petitioner expeditiously.

With these directions, the writ petition stands disposed of. No costs.

Needless to state that in case if order adverse to the interest of the petitioner is passed, the petitioner is at liberty to take such steps as are permissible in law.
