The learned counsel for the review applicant submits that the contentions raised in the written notes of arguments were not countered by the other side and, therefore, this Court should not have held that resignation by the appellant was validly accepted.

In our opinion, written argument is not a pleading and since the Tribunal exercises plenary power, written argument cannot be treated as pleadings in order to adhere to the principles of natural justice.

The review application is dismissed.
