The petition against the respondents, in our opinion, is not maintainable as the respondent no.2 is not the State within the meaning of Article 12 of the Constitution of India.

As far as the representation of the petitioner in the form of registered notice dated 23rd November, 2023 to the respondent no.1 is concerned, the same was addressed on 24th November, 2023.

We expect the respondent no.1 to respond to the same expeditiously. 4.
