On considering the prayers made in the application, we do not find that the applicant Vidarbha Mathadi Labour Union would be a necessary party to the writ petition. By the prayers made in the writ petition, the petitioner is only seeking a direction against the Mathadi Board to implement some of the provisions of the Act. In the aforesaid set of facts, the civil application stands rejected.
