After perusal of the impugned order against which Writ Petition was filed, we have remanded the matter back to the Authority. The controversy has been duly gone into in the light of rival contentions. We have found that the petitioner has established on record that it is "Other Institution" which is involved in helping students for Ph.D. and carries on a Scientific Research. 3.

In this situation, we find the attempt of applicants to seek review itself erroneous. As such no
