DATE : February 16, 2022 The petitioners have approached this Court seeking a direction for their appointment as Sub-Agent/Purchase Society for purchase of paddy for the season 2020-2021 by following the appropriate procedure.

It is the grievance of the petitioner No.1 that in the earlier paddy season it had made an application on 07/11/2019 seeking its appointment as a Purchase Society. That application was not adjudicated upon. Subsequently for the said paddy season Government Resolution dated 29/09/2020 came to be issued. On 21/01/2021 the respondent No.2 Federation relaxed the norms in the matter of consideration of newly registered Purchase Societies as Sub-Agent/Purchase Society thus giving

15-WP-778-21 2/2 cause to the petitioners to approach this Court. In the reply filed by the respondent Nos.2 and 3 it has been stated that though the petitioner No.2-Society was appointed as paddy purchase center for season 2020-2021, the reason for not granting the petitioner No.1 such privilege was that the petitioner No.1-Society was not 'A' Class memberSociety. We find that as per Government Resolution dated 29/09/2020 the purchase season in dispute came to an end by 31/03/ 2021. It is informed that such policy is notified for every paddy season annually. The relief sought in this writ petition insofar as petitioner No.1 is concerned has become academic for the reason that the relevant period of the paddy season has come to an end on 31/03/2021. Hence for the next paddy season it would be open for the petitioner No.1 to make an application seeking its selection/appointment as Sub-Agent/Purchase Society for purchase of paddy. Keeping the points raised in the writ petition open, the writ petition is disposed of with aforesaid observations with no order as to costs.
