Prima facie, there appears to be no reason for the Respondent no.2 to not issue Admit Card to the students who are already enrolled by the Respondent no.2. If there is any issue about payment of fees and so on, same can be sorted out later. But, for that matter, the academic career of the students cannot be spoiled.

We, therefore, allow the Civil Application and direct the Respondent no.2 to provisionally issue Admit Card to the students mentioned in the Examination Enrollment List dated 25.01.2022 forthwith, without imposing any condition and shall permit the students to appear at first year GNM course examination commencing from 15.02.2022. It is made clear that
