The Petitioner concedes that he has no private cause, however, he seeks a direction to the Authority to whom the Petitioner has made complaint regarding actions of Respondent Nos.1 to 4.

Merely because Petitioner has filed a Writ Petition that does not give him a special locus for issuance of mandamus. The Petitioner has already brought to the notice of the Authorities certain actions taken by Respondent Nos.4 and 5. The Authorities have been taken cognizance, and they are expected to take the action to its logical end.
