The contention on behalf of the petitioners is that as the earlier proceedings were dropped it was not open for the Authorities to entertain the application filed by the respondent no.3. The petition raises arguable points.

Rule.

The effect, operation and execution of the impugned order shall stand stayed till the decision of the writ petition. Ms. A.R. Taywade, A.G.P. waives notice for respondents 1 and 2.
