There is not only an inordinate delay in filing the application for condonation of delay but also an inordinate delay in circulating the matter. The appeal is filed in the year 2011; whereas it is circulated for the first time in 2016. This fact itself speaks volume as to how diligent the officers of the department are.

In that view of the matter, there is no ground made out for condonation of delay. The application for condonation of delay is, therefore, rejected.
