By these civil applications, the applicant seeks permission to appear in person in further proceedings that are filed. The applicant seeks permission to appear in person and argue the case in person for his self.

By an order, dated 2.3.2015 the Division Bench of this Court had declared that the applicant is a vexatious litigant and hence, he was restrained from initiating any civil proceedings in relation to dismissal from service of the Maharashtra State Electricity Board or any proceedings in respect thereof against any person or Authority in any Court within the State of Maharashtra without previous leave of the Court as per law or leave of the concerned District and Sessions Judge, as the case may be. By the

2903cao464.16.odt said order this Court dismissed all the legal proceedings filed by the applicant and pending before this Court that pertain to his dismissal from service of the Maharashtra State Electricity Board. In view of the aforesaid, we find that the order of the Committee Members i.e. Registrar (Administration and Judicial), dated 22.2.2016 declining permission to the petitioner - applicant to appear in person appears to be correct. Permission to appear in person cannot be granted to the applicant. In view of the order of the Registrar, dated 22.2.2016 further steps be taken by the Registry for appointing a Counsel for the applicant. We make it clear that we have not opined on the maintainability of the petition filed by the petitioner. It would therefore be necessary to consider whether leave could be granted to the petitioner to file a writ petition.

Civil Application Nos.464/2016 and 481/2016 stand rejected.
