The applicant, who has succeeded in tender process is seeking his joining as party respondent. The application is strongly opposed by the petitioner.
We have heard Shri S.A. Dharmadhikari, learned counsel for the petitioner, Mrs. Bharti Dangre, learned GP for respondent Nos. 1 to 4 and Shri R. Dhore, learned counsel for the applicant/ proposed intervenor/ respondent. In writ petition, the challenge is to tender process itself. If the petition is allowed, participation by the applicant will be wiped out.
In the circumstances, civil application is allowed. The applicant be added as party respondent No. 5. The necessary amendment be carried out within one week. The added respondent to file reply, if any, within two weeks from today.
