The present petition pertains to a Letter of Intent, issued for MS/HSD retail outlet dealership at Mangrulpir.
It is the contention of the petitioner that the said retail outlet dealership is reserved for the category of widows of servicemen (DEF). It is stated that the respondent no.5 does not come in that category and, as such, the allotment is illegal. Rule of locus is relaxed in case of Public Interest Litigation so that a person who, on account of certain disadvantages, is not in a position to knock the doors of this Court. If anybody is aggrieved from the category for which the retail outlet is reserved, on account of non-allotment of such retail outlet, such a person can very well

In that view of the matter, we find that the petitioner has no locus to file the present petition. Writ Petition is rejected.
