Heard Mr. P.S. Patil, learned counsel for the applicant and Mr. Ekre, learned AGP for the respondentState. None appears for the respondent no.1 though served. Mr. Patil, the learned counsel submits that the delay caused in filing the appeal is because of the procedural difficulties. He invited my attention to the steps taken by the Corporation and the reasons for delay being procedural aspect referred to in paragraphs 2, 3 & 4.

In view of the submissions made by Mr. Patil and for the reasons stated in the application, the application is allowed. Delay is condoned.
