We do not find that the discretion exercised by the authorities can be said to be exercised in a perverse manner in view of the belated surrender by 1098 days by the present petitioner. Writ petition is rejected.

Fees of the learned counsel appointed for the petitioner are quantified at Rs.1500/-.
