Shri S.S. Voditel, learned counsel for the petitioners and Shri A.M. Quazi, learned counsel for the respondents. Shri S.V. Bhutada, learned counsel appears for the applicants/ intervenors.

The applicants state that if the petition is allowed, they will be affected.

Shri Voditel, learned counsel for the petitioners disputes this. According to him, the applicants have no legal right in the matter.

We keep all contentions open. It is made clear that independent legal rights of intervenors cannot be redressed and if they have any grievance, they have to file appropriate proceedings. Only to consider whether adjudication in present controversy will adversely affect them, we find it necessary to extend an opportunity of
0103caw529.17 hearing. For that purpose Civil Application is allowed and the applicants are permitted to intervene in the matter. They shall be added as party respondent No. 3 onwards. The necessary amendment be carried out within one week. 5.
Shri Quazi, learned counsel seeks time of three weeks to file reply.

List the matter on 22.03.2017. Interim orders to continue.
