L.J. 961, without prejudice to contentions of petitioner, Shri Anand, learned Counsel for the petitioner, seeks leave to withdraw the petition with liberty to take appropriate steps. The learned A.G.P. is appearing for respondent nos. 1 to 4. In the light of Full Bench judgment, the petition is allowed to be withdrawn with the liberty as prayed for.
