The delay is caused due to some administrative formalities for want of approval, which are mentioned in para no. 3 of the application.

For the reasons stated in para no. 3 of the application, I am satisfied that there is no deliberate or intentional delay in filing First Appeal. As such, the application is allowed and delay in filing First Appeal is condoned.
