This Writ Petition is filed by a Grampanchayat - a public body through the Sarpanch joining the Union of India, State of Maharashtra, the Collector, Nagpur, Zilla Parishad, Nagpur, District Rural Development Agency, Block Development Officer and Bharat Sanchar Nigam Limited - all

18-W.P.No.1809.2022.odt statutory authorities, as party respondents. One villager is also joined as co-Petitioner.

We are informed that the reason for the Grampanchayat to file this Writ Petition is that the villagers, whose cause the Grampanchayat seek to espouse are poor. If that be so, the legal aid is available for those who cannot avail the legal remedies due to financial handicap. It is not necessary for the Grampanchayat to file the Petition against the State Government and other statutory agencies. The Petitioner No.2 is one of such persons but, this Petition is not filed in a representative capacity. 3.

Placing disapproval on record in respect of manner in which the Grampanchayat moved this Petition, we dispose of the Writ Petition keeping it open to the persons who are affected to approach the Court, and if they are entitled to, by availing legal aid.

The Writ Petition accordingly disposed of.
