The reasons for the cause of delay are mentioned in paragraph nos. 2 and 3 of the application. The learned counsel for the applicant states that even today, the applicant is under psychiatric treatment.

On 13th and 20th September, 2017, time was granted to the non-applicants to file reply. However, no reply has been filed till date.

Hence, accepting the reasons mentioned in the application, the delay stands condoned.
