Mr.N.R.Patil, learned A.P.P. submits that the petitioner has been provided with telephone facility on number of occasions in the past. He also submits, on instructions, that telephone facility is otherwise available to every convict as per the circulars and notifications issued from time to time. We would, therefore, direct the respondents to make available telephone facility to the petitioner as per Rules.
