By this Petition, the petitioner impugns the order dated 23.3.2005 seeking recovery of an amount of Rs. 9,98,237/- and Rs.8,17,043/--, from the petitioner.

The petition suffers from laches. The impugned order was passed on 23.3.2005 and the Writ Petition was filed on 8.4.2015. The petitioner has not explained the inordinate delay, much less, satisfactorily. In the aforesaid set of facts, the Writ Petition is liable to be dismissed on the ground of laches. The Writ Petition is dismissed as such, with no order order as to costs.
