Though the prayer is opposed by the learned counsel for the petitioner, we find that the presence of the intervenor would be necessary in deciding the prayers made in the writ petition. The applicant be added as the respondent no.5 in the writ petition. Necessary amendment be carried out within a period of three days. The civil application is disposed of. WRIT PETITION NO. 1704/2023.
