Shri M.M. Sudame, learned counsel for the petitioner and Shri Jibhkate, learned counsel for respondent No. 1.

The matter is to be heard and decided along with Writ Petition No. 1081 of 2016. However, as there is no appearance for respondent No. 2, the matter cannot be taken up.

Similarly, the State Government has not been joined as party Respondent No. 3.

In view of the orders passed today in Writ Petition No. 1081 of 2016, we do not find it necessary to hear Respondent No. 2 or the State Government in the matter.

Hence, with similar directions issued in Writ Petition No. 1081 of 2016, we partly allow and dispose of the present writ petition also. However, there shall be no order as to costs.
