In view of the inordinate delay in surrendering i.e. 1856 days and that too without any valid reason, we do not find that any case is made out for invoking extraordinary jurisdiction under Article 226 of the Constitution. The petition is rejected.

The fees to be paid to the appointed counsel are quantified as Rs.1,500/-.
