Shri J.M. Shamkuwar, learned counsel for the petitioner and Ms. S.Z. Haider, learned AGP for respondent No. 1.

The petitioner claims high handedness and illegality on the part of Respondent Nos. 2 & 3. There is also a prayer for grant of compensation.

Shri Shamkuwar, learned counsel, has invited our attention to legal notice dated 02.03.2015 with which a list of articles is annexed. He further submits that some of the articles are released back to the petitioner. We find that several disputed questions arise. Hence, though nobody appears for respondent Nos. 2 & 3, with liberty to the petitioner to take such other steps as are open in law, we dispose of the present writ petition.
