2) A proposal is informed to have been forwarded to the Commissioner of Education who, in turn, is required to submit the same to the State Government.

3) In this background, we deem it appropriate to direct the Commissioner of Education, Pune, who is ex officio President of the State Level Authority, to forward the proposal recommended by the respondent Deputy Director of Education on 19/06/2024, as expeditiously as possible to the State Government. Since we have noticed that the petitioner cannot be blamed for delay in submission of proposal as the respondent Deputy Director of Education has taken out objections, which prima facie do not appear to be germane to the cause, the petitioner's proposal cannot be rejected being time barred. We expect the respondent No.1 State Government to decide the proposal expeditiously.

4) As such, the petition stands disposed of.
