It would not be necessary to issue notice to the respondents on this civil application as the respondents were not represented in the Court on 09.01.2017 when the writ petition was disposed of for want of prosecution. For the reasons stated in the application, the delay in filing the miscellaneous civil application for restoration of the writ petition is condoned. The civil application is allowed and disposed of.

For the reasons stated in the application, the writ petition is restored to file subject to payment of costs of Rupees Five Hundred to the High Court Bar Association, Nagpur within one week. The miscellaneous civil application is allowed in the aforesaid terms and disposed of.
