We find the challenge pre-mature. Though pre-bid meeting was held at 4 p.m. on 07.04.2016 and downloading of tenders began at 11 a.m. on that day, that by itself could not be sufficient to vitiate the tender process. Impact thereof can be assessed after the process is finalized. Tenders are to be submitted by 03.05.2016 and are to be opened on 06.05.2016.

Order 2904wp2270.16 Successful tender can start operating resort from 12.07.2016.

Petitioner who is currently operating the resort therefore, gets ample time to point out the injustice and prejudice caused to him in this process. 4.

Hence, without observing anything on the merits of the controversy, and keeping all contentions open, we dispose of the present Writ Petition. No costs.
