The explanation is that the employee was not paid the entire amount by the Management and, therefore, could not approach the Court till he came across the lawyer who agreed to represent him subject to receiving the fees after the employee succeeds in securing the claim. 4.

The petition is dismissed on the sole ground of unexplained delay and laches.
