It would not be necessary to issue notice to the respondent nos. 1 to 3 on the Civil Application as the respondents were not represented in the Court on 17.2.2017 when the Writ Petition was dismissed for want of prosecution.

For the reasons stated in the Civil Application No.1254 of 2017, the delay in filing the Restoration Application is condoned. The application is allowed and disposed of.

Misc. Civil Application St. No.8443 of 2017 It would not be necessary to issue notice to the respondent nos. 1 to 3 on the Misc. Civil Application as the respondents were not represented in the Court on 17.3.2017 when the Writ Petition was dismissed for want of prosecution.

Civil Application, the Writ Petition No.367 of 2011 is restored to file subject to payment of costs of Rs.500/- to the High Court Bar Association within one week. The M.C.A. is allowed in the aforesaid terms and disposed of. If the costs are paid and the Writ Petition is restored to file, issue notice to the respondent nos. 1 to 3 for hearing of the Writ Petition on merits.
