In view of the averments in paragraph 15(A) as amended, since no show cause notice was issued to the petitioners before the order of blacklisting was passed, it is directed that the said order dated 31/03/2023 would not preclude the petitioners from participating in any fresh tender process though such participation would be subject to final outcome of the writ petition.
