The issues raised in this petition are concluded by the decision of this Court in Writ Petition No.5528/2007, decided on 08.06.2017. Apart from this, the grounds of challenge raised by the petitioner indicate that only person aggrieved can raise such challenge and public interest litigation cannot be entertained for this purpose, particularly when the conversion order was passed on 03.04.2001.
