At the outset, the learned counsel for the petitioner submits that the appointment was illegally granted to the respondent no. 5.

He further submits that, though he is entitled and he has submitted the detail representation through legal notice dated 18/11/2022 (pg.36), same has not been taken at the logical end by the respondent authorities.

The learned counsel for the petitioner has also invited our attention to the application dated 31/07/2020 (pg.35). 4.

Since the issue has not been decided finally by the respondent authorities regarding grant of employment to the petitioner, we direct the respondent nos. 3 and 4 to decide the application dated 31/07/2020, so also the issue raised in the notice dated 18/11/2022, within a period of ten weeks from the production of copy of this order.
