The matter is remanded back to Respondent No.1 to decide the same afresh after hearing the parties. The parties to appear before Respondent No.1 on 13.12.2021 and the Respondent No.1 to decide the appeal within a period of 15 days thereafter. It is made clear that in case the certified copy is applied for the same shall be granted.
