Having noticed that the orders dated 4.4.2024 and dated 16.4.2021 which are impugned in the petition directing recovery of an amount from the salary of the petitioners is without affording an opportunity of hearing, we deem it appropriate to quash and set aside the said orders.

We direct the petitioners to treat said orders as show cause notice and submit written explanation within a period of four weeks from today to respondent No. 1. We direct respondent No. 1 to grant personal opportunity of hearing to the petitioners and pass a reasoned order within four weeks, thereafter.

The petition, as such, stands partly allowed in the above terms.
