We permit the petitioner to apply to the Registry of this Court and to take back necessary papers for presentation to the Central Administrative Tribunal (CAT) at his risk and cost. The petitioner can take back the papers within a period of three weeks from today and if he desires to present it to CAT, he can do so within a further period of six weeks. However, this shall be without prejudice to rights and contentions of the respondents in the matter. 4.
