A preliminary objection is raised by Shri S. A. Choudhary, panel lawyer for respondent Nos.1 and 2-Union of India that the matter would not lie before this Court. Considering the nature of challenge in the petition, it is the Central Administrative Tribunal which will have jurisdiction over it.

That being so, the writ petition is disposed of as not entertained with liberty to the petitioner to approach the Central Administrative Tribunal.
