The explanation given in paragraph Nos.2 to 8 of the application cannot be said to be sufficient to condone the inordinate delay of 855 days in preferring the appeal. Though the appellant is statutory body, the inordinate delay cannot be condoned on mere asking unless sufficient cause is shown for not filing the appeal at the earliest possible. The application is dismissed, consequently First Appeal Stamp No. 10997 of 2015 is rejected.

The Executive Director of Vidarbha Irrigation Development Corporation (VIDC) may direct enquiry in the matter, if he deems it proper.
