The civil application is allowed accordingly. WRIT PETITION NO.2979/2016.

The petitioners have challenged the orders passed by the subordinate authorities concurrently accepting the request made on behalf of the respondent No.1 for voting by secret ballot. The subordinate Authorities have recorded that though the request for secret ballot was made few minutes after the scheduled time, but it was made much before the process of voting started.

The conclusions of the subordinate authorities are based on proper appreciation of the facts and law. I see no reason to interfere with the impugned orders.
