The learned counsel for the petitioner submits that the petitioner is a paddy grower and interested in selling his paddy crop to a Government Agency. He submits that farmers' paddy crop is being purchased by the Procurement Centres of the Government Agency, but, there is a procedure which is followed by the Centres before paddy is purchased by them. He submits that the farmers like the petitioner are required to be registered with the Procurement Centre and the Procurement Centre is under obligation to register such interested farmers. He submits that in the present case, the petitioner, though interested in selling his paddy crop is not being registered by the Procurement Centre and there are cases where some fake farmers, not eligible for registration, have been given registration by the Procurement Centres and in this way a big scam is going on.

So far as the submissions relating to the personal grievance of the petitioner are concerned, we find that there is no prayer made in that regard. The prayers made are only for initiation of enquiry or investigation into the alleged scam, issuance of directions for cancellation of the licence and registration of Salekasa Sahakari Bhat Girni, Salekasa, District : Gondia and other consequential reliefs. No relief in respect of the personal grievance of the petitioner has been sought in the petition.

The submissions made across the bar are not only vague, but, appear to be not consistent with the averments made in the petition. In the circumstances, we find that this petition airing no real grievance as would be based on concrete facts and circumstances is not maintainable.

The petition stands dismissed. No costs.
