Heard counsel for petitioner. Advocate Bhuibhar Ranjeet Damodar for respondent No. 3 - University. Assistant Government Pleader for respondent Nos. 1 and 2. Mr. Pruthviraj Chawan for respondent No. 4.

The petitioners have with petition filed list of 89 colleges imparting instructions in education at Degree and Post-graduate level. List is received by them from University and list itself shows that the colleges do not fulfill necessary norms in relation to availability of qualifying teaching staff.

Before this Court, the respondent No. 3 - University has filed reply-affidavit on 08.08.2017 vide St. No. 9741/2017. In replyaffidavit, University has stated that norms will be strictly followed and implemented for academic session 2017-2018. They have submitted that students' admission in such institutions would be at the risk of such Institute.

In next paragraph, they have pointed out that such

168pil56.15 Institute will not be granted affiliation from current academic year 2017-2018. University also points out that respective colleges were informed accordingly on 17.03.2017.

It is apparent that institutes alone cannot be blamed for the state of affairs. If University was aware, has to accept responsibility also.

We accept statement made in paragraph No. 5 of replyaffidavit on behalf of respondent - University through its Deputy Registrar (College Section).

We direct respondent No. 3 to publish list of colleges to whom the affiliation is accordingly denied in the year 2017-2018 within two weeks from today in leading newspapers in the area. With these directions, we dispose of PIL. No costs. Judge Judge Gohane
