After some arguments, Shri V.A. Kothale, learned counsel for the petitioner seeks leave to file a comprehensive petition, raising necessary challenges. 2.

Shri B.M. Lonare, learned AGP for the respondents is opposing grant of leave.

Considering the fact that for the period of about 20 years, title documents of individual members were being registered only on stamp paper of Rs.100/-, we grant the leave as prayed for by Shri Kothale, learned counsel. 4.
