Contention is, after Ordinance No.IX of 2016 outlived its life, Bill No. XXVI of 2016, earlier cleared by the Legislative Assembly only, in relation thereto also expired. The expired bill therefore, could not have been processed further in Winter Session. 3.

We find the arguments unsustainable. In present facts, there is no relation between the
