Due to the heavy pendency of the matters, the prayer for early hearing cannot be granted at this stage, though the petitioner is a senior citizen. Several matters of several senior citizens are pending for more than ten years and this petition was filed in the year 2009 and pertains only to promotion.

The prayer for early hearing is, therefore, rejected, at this stage.
