The contention is, administrative decision cannot amend the Rules.

Shri N.H. Joshi, learned AGP points out that the petitioners have, in connection with service condition, already approached the Maharashtra Administrative Tribunal and review application filed by them is still pending.

Hence, with liberty to the petitioners to approach the Maharashtra Administrative Tribunal and keeping all rival conditions open, we dispose of the present writ petition. No order as to costs.
